Guangzhou Accelerates the Construction of the “12218” Modern Industrial System

In accordance with the overarching requirement of “prioritizing industry and establishing the city through manufacturing,” Guangzhou has issued guidelines to expedite the development of the “12218” modern industrial system. Serving as a guiding document for the city’s industrial modernization, it outlines the future prospects of Guangzhou’s industrial framework.
The guidelines emphasize:
- Implementing national strategic tasks, leveraging “Guangzhou’s strengths” to better support “national needs.”
- Balancing the transformation and upgrading of traditional industries with the cultivation and expansion of emerging industries, guiding the efficient concentration of resources.
- Focusing on the “6+4” urban characteristics and core functions, selecting high-potential sectors, deploying mass-market products, and establishing a robust “four beams and eight pillars” structure.
By 2035, Guangzhou aims to largely complete its modern industrial system, with industrial innovation capabilities and high-level talent pools ranking among the world’s best. The city plans to nurture a group of world-class enterprises and internationally competitive industry leaders.
Coordinated Industrial Development Mechanism
Guangzhou adopts a “unified plan” approach to industrial development:
- The Modern Industrial System Construction Leadership Group oversees coordination.
- Dedicated offices for key industries, including intelligent connected and new energy vehicles, biopharma and health, low-altitude economy and aerospace, advanced displays and integrated circuits, and artificial intelligence, strengthen municipal-district collaboration.
Comprehensive “3+5+3+1” Industrial Support Network
For each sub-sector, Guangzhou will:
- Issue tailored plans, policies, and task assignments.
- Prepare supporting parks, technology, talent, funding, and think tank resources.
- Establish investment promotion, tech transfer, and expansion project lists, with regular progress evaluations.
End-to-End Enterprise Service Mechanism
A “one-stop” service system covers:
- 14 leading officials providing对口 support for “21+8” key industries, nearly 500 major enterprises, and 90 key projects.
- Municipal and district collaboration to create a new service matrix.
- Ongoing reforms to optimize the business environment for different industries, chains, and龙头企业.
Key Support Measures
- Land Security: Prioritizing land allocation for major strategic industrial projects.
- Funding Boost: Increasing general public budget expenditure on industries by no less than 1% annually, targeting over 20% by 2030.
- Talent Development: Implementing the “Guangzhou Talent Gathering” initiative, establishing an international talent zone, and reforming talent management in key functional areas.
- Tech Innovation: Creating a “scientist + entrepreneur + investor” collaboration mechanism for technology discovery, launching a concept validation fund, and accelerating R&D breakthroughs and commercialization.
- Digital Empowerment: Advancing the “Smart Innovation Plan” and “AI+” initiatives, leveraging the Guangzhou Data Exchange to foster a digital economy ecosystem.
